same reason we have hair (slightly) on the back of our hands, and not on the front

Because the sun beats down on our heads, and our feet would rub the hair off. And because we wear clothing and shoes-which is why hair can't grow there so much. The reason we have hair in private places is because our dna tells it to happen for obvious reasons.

because when we were apes wandering around africa the hair on the top of our heads protected it from the sun whereas we dont need any on the bottom of the feet

Hair on the head acts as a insulator. Heat rises, therefore hair on the bottom of the feet would be useless.

If one pays attention, one will notice that we do not grow hair in places that are frequently used or rubbed; the bottom of our feet, our hands, etc. Hair is useful in places that do not get rubbed a lot, for insulation and sun protection. Some believe that different races of people evolved from different types of hominids and that the most evolved people today are those with the least amount of body hair, yet others say that the amount of hair one has on one's body is dependant upon the amount of time that persons gene pool spent in the sun. The more time a group of people spend in the sun, the more hair is necessary for protection, the more time spent inside, the less need for hair, etc. There are a lot of theories.

The way the skin forms on the the soles of our feet and palms of hands are different than the skin elsewhere that is capable of growing hair is thinner. The skin of our palms and feet are too thick for the hair to grow and they do not have the hair follicles in those areas required for the growth of hair.
